On January 21, 2026, the Hillsborough College board unanimously agreed to a preliminary deal with the Rays, envisioning a vibrant mixed-use development. This plan includes a baseball stadium near Steinbrenner Field, the spring training ground for the New York Yankees, and Raymond James Stadium, home to the Tampa Bay Buccaneers.

This news comes after the Rays' dramatic withdrawal from a $1.3 billion project in St. Petersburg last March. The team, then led by Stuart Sternberg, cited hurricane-related issues and delays as reasons for the pullout. And here's where it gets controversial—the Rays have a history of proposed ballpark plans that never came to fruition. Under Sternberg's leadership, the team had announced and then abandoned plans for ballparks at Al Lang Stadium (2007), Ybor City (2018), and again near Tropicana Field (2023).

Now, with new ownership in place since September 2025, the Rays are looking to make a fresh start. The team is currently committed to playing at Tropicana Field for three more seasons due to their lease agreement with St. Petersburg.
